Durant le XIXe si&amp;egrave;cle la presse &amp;eacute;crite de par le monde connut une effervescence sans pr&amp;eacute;c&amp;eacute;dent l&amp;agrave; o&amp;ugrave; elle existait depuis d&amp;eacute;j&amp;agrave; longtemps, mais pas seulement. En effet, la presse &amp;eacute;crite du Moyen-Orient prit &amp;eacute;galement son envol &amp;agrave; la fin du XIXe si&amp;egrave;cle. Ceci se traduisit par une diversification rapide tout au long du XXe si&amp;egrave;cle. Les premi&amp;egrave;res d&amp;eacute;cennies de cette p&amp;eacute;riode furent particuli&amp;egrave;rement d&amp;eacute;cisives. La presse &amp;eacute;crite prit alors de nouvelles formes g&amp;eacute;n&amp;eacute;riques. Au Moyen-Orient, on note par exemple qu&amp;rsquo;apr&amp;egrave;s une naissance que l&amp;rsquo;on peut qualifier de tardive en comparaison &amp;agrave; la presse en Occident, la presse &amp;eacute;crite &amp;eacute;volua tr&amp;egrave;s rapidement et donna naissance &amp;agrave; une terminologie nouvelle et &amp;agrave; une litt&amp;eacute;rature p&amp;eacute;riodique sp&amp;eacute;cifique. Les revues et les journaux devinrent des vecteurs de la modernit&amp;eacute; et contribu&amp;egrave;rent activement &amp;agrave; la transformation des soci&amp;eacute;t&amp;eacute;s. Ces caract&amp;eacute;ristiques constitu&amp;egrave;rent l&amp;rsquo;assise d&amp;rsquo;une grande partie de la litt&amp;eacute;rature moderne et de nouveaux genres litt&amp;eacute;raires ainsi que de formes journalistiques particuli&amp;egrave;res. Tout ceci contribua &amp;agrave; la construction non seulement d&amp;rsquo;une langue et d&amp;rsquo;une litt&amp;eacute;rature modernes, mais aussi &amp;agrave; la mise en place de repr&amp;eacute;sentations collectives et de modes de communication singuliers aux niveaux r&amp;eacute;gional, national et international. Le rapport entre la litt&amp;eacute;rature et l&amp;rsquo;&amp;eacute;criture journalistique prit, lui, de l&amp;rsquo;ampleur. Preuve en est, les grandes oeuvres de la litt&amp;eacute;rature qui d&amp;rsquo;abord virent le jour en articles-feuilletons dans la presse &amp;eacute;crite avant de conna&amp;icirc;tre une &amp;eacute;dition en livre. Le roman feuilletonesque p&amp;eacute;riodique occupa de plus en plus de place dans les pages et les colonnes des revues litt&amp;eacute;raires, mais aussi dans les journaux en tous genres, m&amp;ecirc;me politiques. Ainsi, la litt&amp;eacute;rature p&amp;eacute;riodique connut &amp;agrave; travers la presse &amp;eacute;crite ses premi&amp;egrave;res formes et mutations multig&amp;eacute;n&amp;eacute;riques, tel un pont entre l&amp;rsquo;ancien et le moderne. Cette naissance et cette &amp;eacute;volution du rapport entre la presse et la litt&amp;eacute;rature soul&amp;egrave;vent un grand nombre d&amp;rsquo;interrogations. Parmi elles, celle de savoir quels furent les genres, les formes et les th&amp;eacute;matiques de cette presse &amp;eacute;crite du Moyen-Orient au d&amp;eacute;but du XXe si&amp;egrave;cle. Dans la continuit&amp;eacute;, on se demandera quels furent les th&amp;egrave;mes dominants de cette litt&amp;eacute;rature de presse ? Quels rapports entretenait-elle avec le discours r&amp;eacute;f&amp;eacute;rentiel et &amp;eacute;ditorial du journal non litt&amp;eacute;raire ? Quels liens unissaient ou s&amp;eacute;paraient l&amp;rsquo;imm&amp;eacute;diatet&amp;eacute; m&amp;eacute;diatique et la litt&amp;eacute;rature p&amp;eacute;riodique ? Enfin, comment cette litt&amp;eacute;rature p&amp;eacute;riodique se conjuguait-elle avec l&amp;rsquo;actualit&amp;eacute; ? En somme, quelles &amp;eacute;taient les particularit&amp;eacute;s de ces litt&amp;eacute;ratures de presse &amp;eacute;crite entre la toute fin du XIXe si&amp;egrave;cle et le d&amp;eacute;but du XXe si&amp;egrave;cle au Proche-Orient ? Ursula Lindsey, Amman, Jordan. Does the government of Iraq spend less 
on higher education now than Saddam Hussein did? Are most Iraqi 
academics suffering from post-traumatic stress disorder? Do female 
academics in Iraq need more support?&lt;/strong&gt;&lt;br /&gt;
These and other issues were debated here this week as part of a unique 
conference designed to bring together Iraqi scholars in exile and 
education officials from the country. The meeting, &amp;quot;Reconstruction of 
Higher Education in Post-Conflict Iraq,&amp;quot; drew 100 Iraqi academics, along
with education-ministry officials and 22 university presidents. They 
discussed&amp;mdash;sometimes heatedly&amp;mdash;the present and future state of higher 
education in their country. The conference was organized by the 
Institute of International Education in coordination with the Post-War 
Reconstruction and Development Unit at the University of York. The New 
York-based institute runs the Scholar Rescue Fund, which awards 
scholarships to academics around the world who fear for their lives, 
helping them find positions at host institutions. A dedicated Iraq 
relief fund was established in 2007 and has helped hundreds of 
threatened Iraqi scholars find safe haven. Most of them have relocated 
to Jordan.&lt;br /&gt;
Iraq&#039;s once-renowned universities have been crippled by years of 
sanctions and the destruction that accompanied and followed the 2003 
American invasion. Academics have also suffered from the ethnic, 
sectarian, and political violence that has rocked the country. Since 
2003, at least 451 scholars have been the victims of assassinations.&lt;br /&gt;
One of the goals of this conference, say organizers, was to keep Iraqi 
professors outside the country in touch with the academic community back
home, and make them aware of opportunities to go back.&lt;br /&gt;
While returning to his or her country of origin is each professor&#039;s 
choice, the administrators of the Scholar Rescue Fund say the program is
designed to encourage academics to do so when they feel safe. In his 
opening remarks, the group&#039;s chairman, Henry Jarecki, said its goal was 
&amp;quot;brain protection, not brain drain.&amp;quot;&lt;br /&gt;
Most of the academics The Chronicle spoke to&amp;mdash;many of whom have faced 
attacks or abductions&amp;mdash;say they are too afraid to go back to Iraq. Some 
point to cases of colleagues who were killed within days of returning to
their hometowns.&lt;br /&gt;
Dlawer Ala&#039;Aldeen, minister of higher education and scientific research 
of the Kurdish region of Iraq, said scholars should consider taking jobs
in the region&#039;s now-booming higher-education sector. &amp;quot;Kurdistan is your
home,&amp;quot; the minister told the assembled professors. &amp;quot;You can come and be
there until the rest of Iraq is ready for you.&amp;quot;&lt;br /&gt;
The conference used scholarship to bring scholars and administrators 
together, said Sultan Barakat, director of the Post-war Reconstruction 
and Development Unit, a master&#039;s program at the University of York. When
he first heard of the Scholar Rescue Fund, he said, &amp;quot;I felt there 
should be some focus on the future of Iraq.&amp;quot; Mr. Barakat also notes that
&amp;quot;there is very little research written by Iraqis about Iraq. The vast 
majority is written by Western academics.&amp;quot; So, he said, the idea 
emerged: &amp;quot;Why not combine the rescue effort with a research component 
that specifically focuses people&#039;s minds on reconstruction?&amp;quot;&lt;br /&gt;
The conference was organized around a series of original research 
papers, which will eventually become a scholarly volume edited by Mr. 
Barakat. Several of the papers were collaborations between Iraqi 
academics inside and outside the country.&lt;br /&gt;
Given how riven Iraqi society is by sectarian and political divisions, 
it&#039;s important, say Mr. Barakat and the conference organizers, &amp;quot;to bring
everyone together.&amp;quot;&lt;br /&gt;
&lt;strong&gt;Up for Debate&lt;/strong&gt;&lt;br /&gt;
Yet there was also plenty of debate. A statistical analysis of 
higher-education financing, for example, was criticized by a number of 
attendees. The paper noted that although millions have been spent by 
Iraq, the United States, and international donors to reconstruct the 
country&#039;s higher-education sector, universities have suffered from a 
lack of coordination and strategic vision, and from &amp;quot;dramatic shifts in 
plans and allocation.&amp;quot; In addition, the paper argued that the Iraqi 
government does not prioritize higher education, spending only 1.2 
percent of its budget on it&amp;mdash;a lower percentage than under Saddam 
Hussein&#039;s government. Higher-education ministry officials and university
presidents questioned its accuracy, though, with some presidents 
arguing that academics who have fled the country haven&#039;t kept up with 
the significant improvements and investments that have taken place.&lt;br /&gt;
Other papers discussed the role of gender in higher education in Iraq; 
quality-assurance mechanisms; and the extremely high levels of 
post-traumatic stress disorder among Iraqi academics. The work presented
highlights the contributions that Iraq&#039;s academic diaspora can make to 
the nation&#039;s reform of higher education. &amp;quot;Through displacement&amp;quot; the 
refugee scholars have &amp;quot;rediscovered academia, been exposed to new 
research methodologies,&amp;quot; Mr. Barakat said. &amp;quot;They are more of an asset 
now than when they left.&amp;quot; And &amp;quot;whether the scholars can go back or not,&amp;quot;
said Daniela Z. Kaisth, vice president for strategic development at the
Institute of International Education, through collaborations and 
long-distance mentoring, &amp;quot;they can contribute.&amp;quot;

Cette c&amp;eacute;r&amp;eacute;monie a clos une s&amp;eacute;rie de rencontres et d&#039;&amp;eacute;changes scientifiques entre les chercheurs des deux pays organis&amp;eacute;es autour de th&amp;eacute;matiques diverses comme le d&amp;eacute;veloppement durable, la recherche dans les domaines de l&#039;espace, de l&#039;eau, de l&#039;agriculture ou encore de la sant&amp;eacute;.&lt;br /&gt;
La ministre a soulign&amp;eacute; la n&amp;eacute;cessit&amp;eacute; de promouvoir la coop&amp;eacute;ration bilat&amp;eacute;rale dans ces domaines, notamment en encourageant des partenariats entre organismes de recherche&amp;nbsp; comme le CNRS, l&#039;IRD ou le CIRAD, et en favorisant, &amp;agrave; terme, la mise en place de projets m&amp;eacute;diterran&amp;eacute;ens.&lt;br /&gt;
En effet, la visite du ministre &amp;eacute;gyptien t&amp;eacute;moigne de la volont&amp;eacute; des deux pays de collaborer &amp;eacute;troitement &amp;agrave; l&#039;occasion de l&#039;actuelle co-pr&amp;eacute;sidence franco-&amp;eacute;gyptienne de l&#039;Union pour la M&amp;eacute;diterran&amp;eacute;e et en particulier sur huit projets d&#039;envergure dans le domaine de l&#039;enseignement sup&amp;eacute;rieur et de la recherche tels que : e-OMED (Espace num&amp;eacute;rique ouvert pour la M&amp;eacute;diterran&amp;eacute;e, un projet de r&amp;eacute;seaux qui s&#039;appuient sur les campus num&amp;eacute;riques nationaux), l&#039;Institut Euro-m&amp;eacute;diterran&amp;eacute;en en Science du risque, le Centre de recherche euro-m&amp;eacute;diterran&amp;eacute;en en math&amp;eacute;matiques et applications (CREMMA), le Centre m&amp;eacute;diterran&amp;eacute;en de la Recherche scientifique (CMRS), l&#039;Office M&amp;eacute;diterran&amp;eacute;en de la Jeunesse (OMJ), Open U-SESAME (projet collaboratif), MISTRALS (projet de recherche sur l&#039;environnement au sens large, incluant civilisations et soci&amp;eacute;t&amp;eacute;s) et le partage et la diffusion de la connaissance sur les femmes et le genre.&lt;br /&gt;
