International partnerships provide opportunities to attract a more diverse student body, and to promote greater mobility of staff and students. These partnerships also have the potential to make an impact on curriculum development, collaborative teaching programmes and research networks.&lt;strong&gt;&lt;br /&gt;
Partnerships provide multiple benefits&lt;/strong&gt;&lt;br /&gt;
Partnerships can make a significant contribution to institutional internationalisation objectives, but only if those objectives are articulated and understood within the institution and shared with the partners. At an institutional level, partnerships provide opportunities for learning from each other, sharing knowledge and experience and benchmarking, but many institutions simply see partnerships in a more narrow and constrained way, in terms of the benefits they provide to those students/staff who engage in the mobility programmes.&lt;strong&gt;&lt;br /&gt;
Partnerships are for the long term&lt;/strong&gt;&lt;br /&gt;
Setting up partnerships and negotiating agreements can be very time-consuming. For this reason, unless you see the relationship in terms of your institution&amp;rsquo;s medium- to long-term interests, it is probably best not to enter into it in the first place. Partners need time to get to know each other. Even if you have researched and perhaps visited your partner, there will be gaps in your knowledge about each other, and maybe some surprises! Partnerships will also evolve over time. There will be internal changes, such as leadership, staffing, funding arrangements, institutional strategy and perhaps external changes too, such as government policy. transformation for some decades. Education has played a pivotal role in 
the steady development of the region, and levels of participation in 
higher education have increased significantly over the past 40 years.&lt;br /&gt;
It is projected that by 2035 the region will have more than 59.4 million
enrolments in higher education and that it will have the third most 
enrolments in the world, behind only East Asia and the Pacific, and 
South and West Asia.&lt;br /&gt;
In analysing the Latin American emerging markets for tertiary education,
a group of countries stands out from the rest in the region as these 
countries are performing relatively well on a number of indicators, and 
their higher education national systems are more advanced.&lt;br /&gt;
They are Brazil, Chile, Colombia and Argentina. Mexico ought to be in 
this group, but it is lagging on a number of indicators, notably gross 
enrolment ratio (GER) for tertiary education as well as the proportion 
of the population who have completed secondary and tertiary education.&lt;br /&gt;
Another group of countries is behind the standouts of the region, but 
these countries are relatively small in terms of population and economy,
or their national systems are still undergoing transformation.&lt;br /&gt;
These middle countries are Peru, Ecuador, Uruguay and Venezuela, which 
could be considered over the medium to long term as emerging markets for
tertiary education.&lt;br /&gt;
Central American countries, with the exception of Costa Rica, are yet to
undergo the transformative process that should put them in a 
competitive position in the region. &lt;br /&gt;

&lt;/strong&gt;IAU is a membership organization, and, as such, developing partnerships with and amongst its members is one of the core aims of the Association and a central function of its work. IAU strives to bring its members together &amp;ndash; acting as a platform for sharing of information, action on common goals, and the development of partnerships.&lt;br /&gt;
Working in partnerships, and focusing on networking opportunities has become a central feature and indeed an essential dimension of higher education today, and IAU proudly both pursues its goals in partnership with institutions and organizations around the world, and develops initiatives to bring its Members and others together.&lt;br /&gt;
IAU has long standing partnerships with many organizations, a list of which is too long to detail here, and always works with institutions, associations and other partners when undertaking its annual International Conferences, its bi-annual Global Meeting of Associations, some of the expert seminars it conveys, as just one set of examples. These conferences help build partnerships amongst attendees. IAU also developed a new and long standing projects and initiatives which aim to build partnerships. For example, the Leadership Development for Higher Education Reform (LEADHER) programme provides grants to bring together IAU Member institutions, for knowledge sharing, mutual learning and partnership development. As well, projects like the newly launched Internationalization Strategies Advisory Service (ISAS) lead to mutual, beneficial, detailed and long standing partnerships between IAU and the universities using this new service.&lt;br /&gt;
To try and build mutually beneficial partnerships with higher education stakeholders across the world, IAU staff and Administrative Board Members, represent the Association at a large number of international conferences and meetings every year, and several senior members of staff are part of Advisory Boards and other such bodies, for specific projects and/or initiatives.&lt;br /&gt;
Finally, IAU has recently revisited the IAU Associate membership category and opened it up to well known and respected leaders and experts in higher education who share some of IAU&amp;rsquo;s goals and values, and wishing to enhance their personal collaboration with the Association. Connected to the information dissemination programme, Associates attend conferences and participate in IAU projects. IAU trusts this will be of benefit to the overall network. IAU will continue to build projects and initiatives to further partnership building amongst its members, both now and into the future.&lt;br /&gt;
&lt;strong&gt;This In Focus section&lt;/strong&gt; focuses specifically on University partnerships and specific aspects of this broader issue have been addressed by authors from around the world, and working at IAU Member Institutions and partners. Topics include:&lt;br /&gt;
- University networks/associations: strategic alliances?&lt;br /&gt;
- International partnership/cooperation models&lt;br /&gt;
- Research Partnerships&lt;br /&gt;
- Partnerships for development&lt;br /&gt;
- Institution/ industry partnerships&lt;br /&gt;
- Joint programmes and dual/double degrees&lt;br /&gt;
- Multi Stakeholder partnerships&lt;br /&gt;
IAU maintains strong relations with the Education Sector at UNESCO and interviewed Mr. Q.Tang, ADG, Education on the Sector&amp;rsquo;s dynamics.</dc:description>
