En dix ans, les universités françaises ont vécu de nombreux bouleversements et se sont profondément transformées. Les points les plus marquants concernent probablement la mise en place du LMD, la LOLF et enfin le passage aux RCE. Ces changements d’approches ont fait apparaître de nouveaux besoins, de nouvelles méthodes et de nouvelles attentes qui ont conduit les personnels à s’adapter pour répondre aux exigences nouvelles. Le rythme des réformes et l’évolution rapide des règlementations ont conduit principalement la gouvernance des établissements à se focaliser sur les aspects techniques et administratifs liées aux RCE (pilotage de la masse salariale, M9-3…). Aujourd’hui, face aux enjeux de positionnement international, de formation et d’insertion professionnelle des étudiants et d’excellence de la recherche, la gestion et le développement des compétences prennent un caractère stratégique pour les établissements. Dans ce cadre, plusieurs questions seront envisagées: - Comment élaborer un plan de formation partagé qui réponde aux objectifs de l’établissement et aux objectifs individuels? Quels moyens dédiés? - Quels dispositifs d’accompagnement pour permettre une évolution professionnelle des personnels? Comment accompagner les personnels qui souhaitent ou doivent s’orienter vers de nouvelles perspectives professionnelles (ex: enseignants-chercheurs qui ne veulent ou ne peuvent plus s’impliquer dans l’enseignement ou la recherche)? Comment faire pour qu’ils s’épanouissent et contribuent, sur d’autres missions, au développement de l’établissement? - Comment reconnaître les compétences acquises? De quelle marge les établissements pourraient-ils disposer pour mieux valoriser les personnels via des promotions? Quels processus mettre en oeuvre pour encourager les mobilités internes ou externes? Seuil-République des idées, 2013. La mobilité sociale est une question récurrente du débat public. Comment expliquer que l’on compte si peu de travaux sur le sujet? Etudier la mobilité sociale est essentiel: ses mécanismes nous font entrer au c&oelig;ur même de l’organisation des sociétés. La mobilité sociale, ou la reproduction sociale, nous disent des choses sur le degré de méritocratie de nos sociétés. D’un côté, on dispose des travaux réalisés par les statisticiens de l’Insee qui actualisent les données concernant la mobilité sociale après chaque vague de l’enquête Formation et qualifications professionnelles (FQP). La dernière a eu lieu en 2003 et la prochaine, après avoir été repoussée, est prévue en 2014. Du côté des sociologues, Louis-André Vallet a publié un travail important en 1999 qui mesure l’évolution de la mobilité sociale au cours des quatre décennies qui suivent la fin de la seconde guerre mondiale [<a class="spip_note" href="http://www.inegalites.fr/spip.php?article1755&id_mot=28#nh1" title="Notes 1">1</a>]. Il est également très actif au niveau européen, en assurant l’analyse des données françaises dans les programmes comparatifs lancés par l’Association internationale de sociologie (ISA) qui permettent notamment de mesurer la fluidité sociale. Au-delà, il est vrai que la mobilité sociale (en tout cas, sa mesure) ne constitue plus un sujet « à la mode » en sociologie. If further stated that a quota of 0.5 percent had been allocated for foreign students in local universities. However, qualified foreign students or migrated Sri Lankan students, have not applied for other subject streams except for medical science. The document further stated that there were vacancies for 41 foreign students in the Medical Science faculty, 3 for Dental Surgury, 62 for Engineering, 57 for Bio Science and 11 for Computer Science. Les formalités de visa seront accélérées, a promis M. Hollande, en proposant d'établir des "familles chinoises" dans les universités françaises pour rendre service aux étudiants chinois. Selon lui, le renforcement de la coopération sino-française dans les domaines de l'éducation, des technologies et de la santé ainsi que la promotion des échanges entre les jeunes, non seulement contribuent à l'approfondissement de l'amitié et à l'amélioration de la confiance mutuelle, mais répondent aussi au besoin de chercher un nouveau mode de croissance et de faire face aux défis mondiaux.
