En dix ans, les universit&amp;eacute;s fran&amp;ccedil;aises ont v&amp;eacute;cu de nombreux bouleversements et se sont profond&amp;eacute;ment transform&amp;eacute;es. Les points les plus marquants concernent probablement la mise en place du LMD, la LOLF et enfin le passage aux RCE. Ces changements d&amp;rsquo;approches ont fait appara&amp;icirc;tre de nouveaux besoins, de nouvelles m&amp;eacute;thodes et de nouvelles attentes qui ont conduit les personnels &amp;agrave; s&amp;rsquo;adapter pour r&amp;eacute;pondre aux exigences nouvelles. Le rythme des r&amp;eacute;formes et l&amp;rsquo;&amp;eacute;volution rapide des r&amp;egrave;glementations ont conduit principalement la gouvernance des &amp;eacute;tablissements &amp;agrave; se focaliser sur les aspects techniques et administratifs li&amp;eacute;es aux RCE (pilotage de la masse salariale, M9-3&amp;hellip;). &lt;br /&gt;
Aujourd&amp;rsquo;hui, face aux enjeux de positionnement international, de formation et d&amp;rsquo;insertion professionnelle des &amp;eacute;tudiants et d&amp;rsquo;excellence de la recherche, la gestion et le d&amp;eacute;veloppement des comp&amp;eacute;tences prennent un caract&amp;egrave;re strat&amp;eacute;gique pour les &amp;eacute;tablissements. &lt;br /&gt;
Dans ce cadre, plusieurs questions seront envisag&amp;eacute;es: &lt;br /&gt;
- Comment &amp;eacute;laborer un plan de formation partag&amp;eacute; qui r&amp;eacute;ponde aux objectifs de l&amp;rsquo;&amp;eacute;tablissement et aux objectifs individuels? Quels moyens d&amp;eacute;di&amp;eacute;s? &lt;br /&gt;
- Quels dispositifs d&amp;rsquo;accompagnement pour permettre une &amp;eacute;volution professionnelle des personnels? Comment accompagner les personnels qui souhaitent ou doivent s&amp;rsquo;orienter vers de nouvelles perspectives professionnelles (ex: enseignants-chercheurs qui ne veulent ou ne peuvent plus s&amp;rsquo;impliquer dans l&amp;rsquo;enseignement ou la recherche)? Comment faire pour qu&amp;rsquo;ils s&amp;rsquo;&amp;eacute;panouissent et contribuent, sur d&amp;rsquo;autres missions, au d&amp;eacute;veloppement de l&amp;rsquo;&amp;eacute;tablissement? &lt;br /&gt;
- Comment reconna&amp;icirc;tre les comp&amp;eacute;tences acquises? De quelle marge les &amp;eacute;tablissements pourraient-ils disposer pour mieux valoriser les personnels via des promotions? Quels processus mettre en oeuvre pour encourager les mobilit&amp;eacute;s internes ou externes? Comment prendre en compte les mobilit&amp;eacute;s dans les &amp;eacute;volutions de carri&amp;egrave;re?&lt;br /&gt;

Etudier la mobilit&amp;eacute; sociale est essentiel: ses m&amp;eacute;canismes nous font entrer au c&amp;oelig;ur m&amp;ecirc;me de l&amp;rsquo;organisation des soci&amp;eacute;t&amp;eacute;s. La mobilit&amp;eacute; sociale, ou la reproduction sociale, nous disent des choses sur le degr&amp;eacute; de m&amp;eacute;ritocratie de nos soci&amp;eacute;t&amp;eacute;s.&lt;br /&gt;
D&amp;rsquo;un c&amp;ocirc;t&amp;eacute;, on dispose des travaux r&amp;eacute;alis&amp;eacute;s par les statisticiens de l&amp;rsquo;Insee qui actualisent les donn&amp;eacute;es concernant la mobilit&amp;eacute; sociale apr&amp;egrave;s chaque vague de l&amp;rsquo;enqu&amp;ecirc;te Formation et qualifications professionnelles (FQP). La derni&amp;egrave;re a eu lieu en 2003 et la prochaine, apr&amp;egrave;s avoir &amp;eacute;t&amp;eacute; repouss&amp;eacute;e, est pr&amp;eacute;vue en 2014. Au-del&amp;agrave;, il est vrai que la mobilit&amp;eacute; sociale (en tout cas, sa mesure) ne constitue plus un sujet &amp;laquo; &amp;agrave; la mode &amp;raquo; en sociologie. Dissanayake in Parliament yesterday, stated there were opportunities for nearly 1,292 foreign students to study in local universities.&lt;br /&gt;
If further stated that a quota of 0.5 percent had been allocated for foreign students in local universities. However, qualified foreign students or migrated Sri Lankan students, have not applied for other subject streams except for medical science.&lt;br /&gt;
The document further stated that there were vacancies for 41 foreign students in the Medical Science faculty, 3 for Dental Surgury, 62 for Engineering, 57 for Bio Science and 11 for Computer Science.&lt;br /&gt;
The Minister tabled the documents in response to a question raised by DNA MP Anura Dissanayake.</dc:description>

Les formalit&amp;eacute;s de visa seront acc&amp;eacute;l&amp;eacute;r&amp;eacute;es, a promis M. Hollande, en proposant d&#039;&amp;eacute;tablir des &amp;quot;familles chinoises&amp;quot; dans les universit&amp;eacute;s fran&amp;ccedil;aises pour rendre service aux &amp;eacute;tudiants chinois. Selon lui, le renforcement de la coop&amp;eacute;ration sino-fran&amp;ccedil;aise dans les domaines de l&#039;&amp;eacute;ducation, des technologies et de la sant&amp;eacute; ainsi que la promotion des &amp;eacute;changes entre les jeunes, non seulement contribuent &amp;agrave; l&#039;approfondissement de l&#039;amiti&amp;eacute; et &amp;agrave; l&#039;am&amp;eacute;lioration de la confiance mutuelle, mais r&amp;eacute;pondent aussi au besoin de chercher un nouveau mode de croissance et de faire face aux d&amp;eacute;fis mondiaux.&lt;br /&gt;
Actuellement, 35.000 &amp;eacute;tudiants chinois font leurs &amp;eacute;tudes en France, et environ 30.000 &amp;eacute;l&amp;egrave;ves fran&amp;ccedil;ais &amp;agrave; l&#039;&amp;eacute;cole secondaire apprennent le chinois. Les &amp;eacute;coles secondaires donnant des cours de chinois sont de plus en plus pris&amp;eacute;es par les familles fran&amp;ccedil;aises, ce qui signifie que les Fran&amp;ccedil;ais attachent une grande importance aux &amp;eacute;changes et &amp;agrave; la coop&amp;eacute;ration avec la Chine, a-t-il indiqu&amp;eacute;.&lt;br /&gt;
Avant son discours, M. While China tops in sending students to the U.S. for higher studies, contributing nearly 25 per cent of students of international origin studying in the U.S. (according to the 2012 Open Doors Survey), India comes second at 13 per cent. But this figure has seen a slight decline of 3.5 per cent while the Chinese figures have clearly gone up by a large margin of 23.1 per cent.&lt;br /&gt;
The reasons for this decline could be many. But the Green Card and residency lure is a major factor that is still pulling students to the U.S. at a time when many other students are looking for emerging higher education destinations such as Dubai.
