Les fonctions de directeur du centre universitaire de formation et de recherche du Nord-Est Midi-Pyrénées Jean-François Champollion sont déclarées vacantes à compter du 1er septembre 2013. Créé par le décret n° 2002-522 du 16 avril 2002, le centre Jean-François Champollion est un établissement public d'enseignement supérieur à caractère administratif placé sous la tutelle du ministre chargé de l'enseignement supérieur, doté de l'autonomie administrative et financière. Son siège est situé à Albi (Tarn). Il a pour mission de dispenser en formation initiale un enseignement supérieur généraliste et professionnel. The scholarships will take place at UIL either in August or September 2013. Candidates should be fluent in English, which is the working language at the Institute. The UNESCO Institute for Lifelong Learning (UIL) is an international non-profit research, training, information, documentation and publishing centre. It promotes lifelong learning with a focus on adult and continuing education, literacy and non-formal basic education. UIL will provide each scholar with a fully equipped and networked computer workplace and the use of the resources and support of its unique Documentation Centre and Library. With 60,000 books, documents, non-print media and periodicals in adult education, literacy, non-formal education and lifelong learning, it is one of the most comprehensive collections of its kind in the world. Started in 1952 by the UNESCO Institute for Education, UIL's predecessor organisation, the Documentation Centre comprises English language materials (some 60% of the collection), as well as publications in German, French, Spanish and a variety of other languages. A national voice for self-regulation of academic quality through accreditation, CHEA is an association of 3,000 degree-granting colleges and universities and recognizes 60 institutional and programmatic accrediting organizations. Responsibilities: Reporting to the president of CHEA, the vice president is responsible for oversight and management of CHEA’s recognition policy and recognition process, a system of review and evaluation of institutional and programmatic accrediting organizations.  The vice president is responsible for providing information to CHEA constituents and the public with regard to CHEA recognition as well as generating national analyses and publications on accreditation and accrediting organizations. de son rapport sur la gestion de l'Institut d'études politiques de Paris, Geneviève Fioraso a décidé de nommer dans quelques jours un nouvel administrateur provisoire de l'<acronym lang="fr" title="Institut d'études politiques">I.E.P.</acronym> Le <a href="http://blog.univ-provence.fr/blog/coordination-rgionale-paca/rapport/2012/11/23/rapport-sur-sciences-po-une-forte-ambition-une-gestion-d-faillante" target="_blank">rapport de la Cour des comptes</a> confirme en effet les anomalies et les dysfonctionnements relevés par le rapport provisoire. <div class="texte_contenu_max"> Dans la crise que traverse Sciences Po depuis le mois d'avril dernier, j'ai toujours tenu le même objectif, avec deux préoccupations: <ul> <li>d'une part, préserver la réputation nationale et internationale de l'établissement tant pour la qualité de ses formations que pour sa recherche, l'originalité de son modèle et son ouverture;</li> <li>d'autre part, rétablir les conditions d'une gouvernance apaisée et transparente, notamment sur la gestion des subventions publiques qui constituent plus de la moitié du budget de l'établissement, et <a href="http://blog.univ-provence.fr/blog/coordination-rgionale-paca/rapport/2012/11/23/rapport-sur-sciences-po-une-forte-ambition-une-gestion-d-faillante" target="_blank">mettre fin aux dysfonctionnements relevés par la Cour des comptes</a>. </li> </ul> C'est la raison pour laquelle j'avais demandé aux présidents du conseil de direction de l'Institut d'études politiques de Paris (I.E.P.) et du conseil d'administration de la Fondation nationale des sciences politiques (F.N.S.P.) de surseoir à la désignation du directeur commun à ces deux instances dans l'attente de la publication du rapport définitif de la Cour des Comptes. J'avais aussi indiqué qu'en tout état de cause aucune proposition de nomination ne serait validée avant cette publication. Ce rapport publié aujourd'hui sous le titre <a href="http://blog.univ-provence.fr/blog/coordination-rgionale-paca/rapport/2012/11/23/rapport-sur-sciences-po-une-forte-ambition-une-gestion-d-faillante" target="_blank">"Sciences Po: une forte ambition, une gestion défaillante"</a>, confirme les anomalies et les dysfonctionnements relevés par le rapport provisoire. J'observe que leur gravité a conduit la Cour à déférer certains de ces faits devant la Cour de discipline budgétaire et financière (C.D.B.F.). Il faut en tirer les conséquences. Les conditions ne sont pas réunies, dans un tel contexte, pour donner suite aux délibérations des deux conseils dirigeants de Sciences Po et pour procéder à la nomination d'un directeur. Aujourd'hui, la responsabilité du Ministère de l'Enseignement supérieur et de la Recherche est de tirer toutes les conséquences du rapport de la Cour des comptes. A cet effet, après avoir consulté les présidents des deux conseils, je désignerai dans quelques jours un nouvel administrateur provisoire de l'I.E.P. Celui-ci sera une personnalité incontestable dont la mission aura quatre objectifs: <ul> <li>assurer la continuité de direction à la tête de l'I.E.P. de Paris;</li> <li>mettre en &oelig;uvre les recommandations de la Cour des comptes pour mettre fin aux dysfonctionnements et améliorer la gouvernance;</li> <li>engager, avec la Fondation nationale des sciences politiques (F.N.S.P.), l'adaptation de ses statuts, notamment pour y intégrer la nécessaire présence d'un représentant du ministère de l'Enseignement supérieur et de la Recherche;</li> <li>préparer avec les conseils dirigeants les conditions de nomination du futur directeur, dans les meilleurs délais, au terme d'une procédure ouverte et transparente. </li> </ul> Je prends acte de la volonté manifestée par le président de la F.N.S.P., qui m'a écrit en ce sens, d'engager ces chantiers dans la droite ligne des <a href="http://blog.univ-provence.fr/blog/coordination-rgionale-paca/rapport/2012/11/23/rapport-sur-sciences-po-une-forte-ambition-une-gestion-d-faillante" target="_blank">recommandations de la Cour des comptes</a>. Dans l'intervalle, l'administrateur provisoire rétablira le dialogue avec la communauté des personnels, des enseignants, des chercheurs et des étudiants. Je souhaite vivement que soient restaurées les conditions d'un fonctionnement serein, à la hauteur de la qualité reconnue de Science Po.
