Call for papers&lt;/strong&gt;&lt;br /&gt;
International Conference on Quality in Higher Education (ICQH) aims 
to provide a multinational platform            where the latest trends  
quality in higher education can be presented and discussed in a         
friendly environment with the aim to learn from each other. 
Prospective            presenters are encouraged to submit proposals for
papers and posters/demonstrations that offer new research or           
theoretical contributions. Presentations should be in&lt;strong&gt; Turkish and English &lt;/strong&gt;and should            address both theoretical issues and new research findings.&lt;br /&gt;
Furthermore if&amp;nbsp;            the presenter is unable to attend 
the oral presentation, the virtual            presentations or video 
presentations are available. For further information            on how 
to submit, please refer to the Paper Submission section on our          
website. For paper guidelines, please refer to the Paper Guidelines 
section.&lt;br /&gt;
ICQH  2013 conference is supported by             Sakarya 
University and Governers State University and will take place           
on December 11-13 2013 at&amp;nbsp; Sakarya University, Sakarya, Turkey. All 
full paper presentations            will be published in an online 
proceeding book of ICQH 2013 and the selected            papers will be 
published.

Au total, en 2010, &lt;strong&gt;601 000 personnes sans emploi&lt;/strong&gt; sont entr&amp;eacute;es en formation.&lt;br /&gt;
Ceux dont l&amp;rsquo;activit&amp;eacute; principale est l&amp;rsquo;enseignement ou la formation soit 16 731 prestataires de formation continue ont r&amp;eacute;alis&amp;eacute; un chiffre d&amp;rsquo;affaires de 7,9 milliards d&amp;rsquo;euros. Leur nombre s&amp;rsquo;est accru de 8,3 % et leur chiffre d&amp;rsquo;affaires a progress&amp;eacute; de 10,3%.&lt;strong&gt;&lt;br /&gt;

Through a mix of plenary and parallel sessions, the 2013 EQAF, entitled &amp;ldquo;Working together to take quality forward&amp;rdquo;, will combine practice-oriented or research-based discussions that will take place in the paper sessions and workshops with presentations of current developments in quality assurance. This year the Forum will specifically explore how both individuals and organisations can better understand the role that quality assurance can play in their daily lives, get engaged and work together to take quality forward.&lt;br /&gt;
The Forum organisers, ENQA, ESU, EUA and EURASHE, have published a call for contributions from QA practitioners in higher education institutions and quality assurance agencies, students, institutional leaders and researchers in the field. Two types of contributions are sought: papers and workshops.&lt;br /&gt;
The deadline to submit contributions is &lt;strong&gt;2 August 2013&lt;/strong&gt;.&lt;br /&gt;

  <title>Joint quality assurance in the Andean Community: Lesson learned by Europe and for Europe?</title>

The initiative, launched by CONSUAN (the Andean regional rectors&amp;rsquo; council) and supported by ALFA PUENTES, an EUA-coordinated European Commission co-funded project, aimed at stimulating dialogue on quality assurance approaches in the region and providing a platform for agencies and associations to work together around the issues of degree recognition and higher education quality enhancement.&lt;br /&gt;
Modelled after an existing joint programme accreditation process in the Mercosur region (Arcu-Sur), the pilot project focuses on two disciplines &amp;ndash; agronomy and medicine &amp;ndash; and evaluated courses in these respective disciplines at six universities in the region (two each in Peru, Bolivia and Colombia). A pool of peer &amp;ldquo;evaluators&amp;rdquo; was nominated by the QA agencies of the four participating countries and joint evaluation guidelines were drafted and agreed. The focus group in Quito was hosted by the Ecuadorian quality assurance agency (&lt;a href=&quot;http://www.ceaaces.gob.ec/&quot; target=&quot;_blank&quot;&gt;CEAACES&lt;/a&gt;), which has expanded rapidly in the past two years to meet the Ecuadorian governments&amp;rsquo; requirements that all institutions and programmes should be accredited.&lt;br /&gt;
One guiding force in the pilot project has been the support from relevant European partners and experts, such as EUA, which has been one of the critical stakeholders in the Bologna Process quality assurance developments. The EUA quality management unit has followed the Andean pilot in an advisory fashion, as has CRUE &amp;ndash; the Spanish rectors&amp;rsquo; conference (and ALFA PUENTES partner), as well as ANECA, the Spanish quality assurance agency which also participated in the focus group and shared their experiences with a similar European joint-programme evaluation pilot that had been undertaken recently.&lt;br /&gt;
In addition, experts from Mercosur and Central America have participated
in various meetings of the Andean pilot project, to share their own 
regional experience: Central America has a joint Accreditation Council (&lt;a href=&quot;http://www.cca.ucr.ac.cr/&quot; target=&quot;_blank&quot;&gt;CCA&lt;/a&gt;)
which essentially certifies and ultimately supports national QA 
agencies in the region, and Mercosur has an ongoing joint-programme 
accreditation process supported and funded by governments of the region,
under &lt;a href=&quot;http://www.mercosur.int/edu/&quot; target=&quot;_blank&quot;&gt;&amp;ldquo;Mercosur Educativo&amp;rdquo;&lt;/a&gt;. 
Learning has indeed been mutual, which is one of the goals of the ALFA 
PUENTES project: while European and other South American experts have 
provided insight on QA collaboration to the Andean Community, important 
lessons and insights have also been brought back to Europe from other LA
regions. &lt;br /&gt;
The Andean Community partners will continue to discuss the pilot project outcomes with political authorities of the region and decide whether the programme should be scaled up. An immediate consequence has also been the formalisation of a QA Agency network in the region.&lt;br /&gt;

The Quality of Massive Open Online Courses&lt;/strong&gt;&lt;em&gt;&lt;br /&gt;
In this short contribution I would like to address the question 
of assessing the quality of massive open online courses. The assessment 
of the quality of anything is fraught with difficulties, depending as it
does on some commonly understood account of what would count as a good 
example of the thing, what factors constitute success, and how that 
success against that standard is to be measured.&lt;/em&gt;&lt;em&gt; With massive open online courses, it is doubly more difficult, 
because of the lack of a common definition of the MOOC itself, and 
because of the implication of external factors in the actual perception 
and performance of the MOOC. Moreover, it is to my mind far from clear 
that there is agreement regarding the purpose of a MOOC to begin with, 
and without such agreement discussions of quality are moot.&lt;br /&gt;

Without outcomes measurement we cannot measure success, we can&amp;rsquo;t focus 
our efforts toward that success, we can&amp;rsquo;t become more competitive and 
efficient, we can&amp;rsquo;t plan for change and improvement, and we can&amp;rsquo;t define
what you want to accomplish as a result. All this is true, and yet 
there is no measure of outcome or success that can be derived from 
designer and user motivations, or even from the uses to which MOOCs are 
put. The only alternative is to identify what a successful MOOC ought to
produce as output, without reference to existing (and frankly, very

learning. But can standards be standardized between disciplines and 
institutions in a meaningful way? How can we accurately register

Some are more supportive than others. Most observers look forward to hear more about what we are doing, which is great. And in the current project phase, everyone is explicitly invited to take part in our project by giving feedback on the draft methodology. &lt;br /&gt;
&lt;strong&gt;Current project phase: stakeholders&#039; consultation methodology:&lt;/strong&gt; Since the start of the project, the project partners have dedicated most of their work to establishing the CeQuInt assessment methodology. The partners have now produced a draft methodology to assess the quality of internationalisation. This methodology consists of three distinct documents: the assessment frameworks, the guidelines for applicants and the appeals procedure. All stakeholders and interested partners are asked to provide feedback through the consultation e-form available on the CeQuInt website. &lt;br /&gt;
&lt;strong&gt;Stakeholders Group Meeting:&lt;/strong&gt; The Stakeholder Group will meet to discuss the draft methodology on 15 March 2013. This group consists of fifteen institutions from all over Europe and stakeholder organisations, such as the European Students Union, BusinessEurope, Nuffic, CHE Consult, DUO and DAAD. The Stakeholders Group is chaired by ACA&#039;s Bernd W&amp;auml;chter. The project consortium will test the developed methodology in pilot procedures. Each quality assurance agency in the consortium will therefore undertake one procedure. Since the last newsletter was sent out, programmes and institutions have been able to present themselves for one of these pilot procedures through the pilot-candidate-forms on our website. Although initially not planned, the project partners have decided to also include procedures at school-level. This can refer to a school, department or faculty with a limited number of programmes. These programmes, schools and institutions are now in the process of scheduling their procedure with one of the CeQuInt partners. In addition, these programmes, schools and institutions will be involved in the CeQuInt project in other ways too. They can take part in a good practices workshop, contribute to the newsletter, help finalise the methodology and participate in the CeQuInt conference. &lt;br /&gt;
&lt;strong&gt;Expert panels and training:&lt;/strong&gt; The experts in the assessment panel play a crucial role in the evaluation of the quality of internationalisation. In addition to the regular expertise and experience, all panels will include experts that have an unquestionably international profile. Over the last months quality assurance agencies have proposed these experts and from that list, the CeQuInt partners are now composing a core group of twelve experts. These twelve experts will take part in several of the pilot procedures and help to improve consistency across all procedures. On 3 May 2013, all of them will be trained in audit techniques and intercultural competencies by AQ Austria.</dc:description>

The project wants to incentivize those in charge of managing quality

cooperation at European level as well as collect feedback, while 
exploring questions such as: How to build effective communication 
structures for engaging staff and students in quality culture? How to 
use staff development as a means for enhancing quality? How to connect 
QA to the decision-making processes at all levels? How to avoid 
hindering creativity at the university through bureaucratic QA

held at the University of Lisbon from 8 to 10 April 2013. The training 
gathered 20 representatives of EUA member universities in charge of 
quality processes at their institution, whether at leadership or

Through plenary sessions and group work, the 
participants explored questions such as: How to build effective 
communication structures for engaging staff and students in quality 
culture? How to use staff development as a means for enhancing quality? 
How to connect QA to the decision-making processes at all levels? How to

processes?&lt;br /&gt;
Two more trainings will take place in the framework of
the PQC project in May and June. The participants have been selected

Cette confiance repose sur des dispositifs d&amp;rsquo;assurance qualit&amp;eacute; syst&amp;eacute;matiques. Les &amp;eacute;tablissements d&amp;rsquo;&amp;eacute;ducation et de formation d&amp;eacute;pourvus de dispositifs d&amp;rsquo;assurance qualit&amp;eacute; risquent de se retrouver dans le lot des organismes d&amp;eacute;livrant de fausses &amp;laquo;certifications&amp;raquo;. La confiance est &amp;eacute;galement fondamentale pour la mise en &amp;oelig;uvre des cadres de certifications en cours en Europe. Ces cadres visent &amp;agrave; faciliter l&amp;rsquo;utilisation des certifications d&amp;rsquo;un &amp;eacute;tablissement &amp;agrave; l&amp;rsquo;autre ou d&amp;rsquo;un pays &amp;agrave; l&amp;rsquo;autre. Over the past 25 years, the international dimension of higher education 
(HE) has steadily gained importance. Internationalisation is a vital 
force of modern HE, but so far only a few approaches have been developed
to assess its quality. This shortcoming should be alleviated by this 
ECA project in which als the Academic Cooperation Association (ACA) and 
DAAD take part.&lt;br /&gt;
The overall aim of the project is to assess, reward and enhance internationalisation.&lt;br /&gt;
The project will develop an assessment framework (i.e. methodology) that can be used to assess the internationalisation of a programme or an institution and which, if completed successfully, can lead to the award of a European Certificate for Internationalisation. The Certificate is intended to confirm that a programme or an institution has successfully incorporated an international and intercultural dimension into the purpose, function and delivery of its education. The project is based on the consortium&#039;s commonly agreed framework for internationalisation and will focus on both enhancement and excellence.&lt;br /&gt;
The framework will be tested in a series of pilot procedures in all European regions in which expert panels will apply the methodology to assess programmes or institutions.&lt;br /&gt;
The knowledge gathered in the project will be exploited in workshops, conferences and publications. For further dissemination, the&amp;nbsp; project intends to deploy a platform for good practice in internationalisation.
