focus of the summer school was on project management and writing 
applications, and in this post Mari Elken and Jens Jungblut summarise

One thing you almost never learn in masters or PhD education is how the world of successful project applications really works. In the context of unstable and competitive funding sources and expectations of impact and societal relevance, the nature of academic work is changing. New job profiles emerge, with academics being expected to be more entrepreneurial, project management becoming a central skill and policy relevance emerging as a key funding criterion.&lt;strong&gt; &lt;/strong&gt;While policy relevance is expected, linkage between research and policy &amp;ndash; the so-called research-policy nexus &amp;ndash; is not always straightforward or without contestation. Dans un contexte de restrictions budg&amp;eacute;taires et de concurrence internationale accrue, les universit&amp;eacute;s et autres organismes publics de recherche s&amp;rsquo;efforcent de valoriser au mieux leurs travaux, c&amp;rsquo;est-&amp;agrave;-dire d&amp;rsquo;en tirer le plus possible de retomb&amp;eacute;es &amp;eacute;conomiques. Ces tendances concernent en particulier la France, o&amp;ugrave; le gouvernement vient&amp;nbsp; d&amp;rsquo;engager une s&amp;eacute;rie de mesures visant &amp;agrave; renforcer la valorisation de la recherche publique et les transferts de savoir technologique entre le monde acad&amp;eacute;mique et le tissu industriel. Sur ce th&amp;egrave;me, une analyse approfondie des exp&amp;eacute;riences men&amp;eacute;es dans les principaux pays industriels permet de clarifier tant les finalit&amp;eacute;s que les modalit&amp;eacute;s et les r&amp;eacute;sultats de cette valorisation. Tout d&amp;rsquo;abord, les &amp;eacute;carts de performance observ&amp;eacute;s entre les pays et en leur sein s&amp;rsquo;expliquent tr&amp;egrave;s largement par des facteurs institutionnels et structurels, en particulier concernant les missions et le profil scientifique et technologique des organismes consid&amp;eacute;r&amp;eacute;s.&lt;br /&gt;
Ensuite, le r&amp;ocirc;le jou&amp;eacute; par les brevets et les licences se r&amp;eacute;v&amp;egrave;le tr&amp;egrave;s variable selon le domaine technologique concern&amp;eacute;. De fa&amp;ccedil;on li&amp;eacute;e, la valeur globale des redevances per&amp;ccedil;ues est fort in&amp;eacute;galement r&amp;eacute;partie et instable dans le temps. Par suite, la grande majorit&amp;eacute; des bureaux en charge de la valorisation ne couvre pas ses frais et, m&amp;ecirc;me aux &amp;Eacute;tats-Unis ou au Royaume-Uni, il est en g&amp;eacute;n&amp;eacute;ral illusoire de consid&amp;eacute;rer cette activit&amp;eacute; comme une source de profit net. En outre, la taille et l&amp;rsquo;exp&amp;eacute;rience des &amp;eacute;quipes charg&amp;eacute;es de la valorisation sont parmi les principaux facteurs de succ&amp;egrave;s. Partant de ce constat, des pays comme la France et l&amp;rsquo;Allemagne ont r&amp;eacute;cemment cr&amp;eacute;&amp;eacute; des agences r&amp;eacute;gionales de valorisation pour mutualiser les ressources disponibles. Toutefois, le rythme de d&amp;eacute;veloppement de ces agences est n&amp;eacute;cessairement lent &amp;ndash; effet d&amp;rsquo;apprentissage oblige &amp;ndash; et l&amp;rsquo;id&amp;eacute;e qu&amp;rsquo;elles puissent s&amp;rsquo;autofinancer &amp;ndash; m&amp;ecirc;me &amp;agrave; terme &amp;ndash; semble peu r&amp;eacute;aliste.&lt;strong&gt;&lt;br /&gt;

Best-practice performance in this respect which all Member States should attain involves:&lt;br /&gt;
&amp;bull; Allocating funding through open calls for proposals, evaluated by panels of leading independent domestic and non-domestic experts (peer review) - this incites researchers to reach internationally-competitive levels of performance&lt;br /&gt;
&amp;bull; Assessing the quality of research-performing organisations and teams and their outputs as a basis for institutional funding decisions - peer review can form a part of such assessment and, in the long-term, lead to organisational change.&lt;br /&gt;
While the balance between these two approaches may vary, they should be at the core of research funding decisions in all Member States in order to overcome divergences in performance across the EU.&lt;br /&gt;
&lt;strong&gt;Member States are invited to:&lt;br /&gt;
&lt;/strong&gt;&amp;bull; Introduce or enhance competitive funding through calls for proposals and institutional assessments as the main modes of allocating public funds to research and innovation, introducing legislative reforms if necessary&lt;br /&gt;
&amp;bull; Ensure that all public bodies responsible for allocating research funds apply the core principles of international peer review&lt;strong&gt;&lt;br /&gt;
The Commission will:&lt;/strong&gt;&lt;br /&gt;
&amp;bull; Support mutual learning and the exchange of good practice between Member States on the removal of national legal and other barriers to ERA for the priorities set out in this Communication&lt;br /&gt;
&amp;bull; Support through the Smart Specialisation Platform Member States and regions in using Structural Funds to develop research capacity and smart specialisation strategies, including support to joint research programmes, in line with Cohesion Policy objectives&lt;br /&gt;
&amp;bull; Support ERA Chairs aimed at fostering structural change in institutions to raise their research quality to international levels of excellence.</dc:description>

Il soutient la Commission europ&amp;eacute;enne dans son effort de r&amp;eacute;duction des financements accord&amp;eacute;s &amp;agrave; chaque projet. Il se cramponne &amp;agrave; la politique de coh&amp;eacute;sion et de l&amp;rsquo;agriculture dont les financements pass&amp;eacute;s se sont av&amp;eacute;r&amp;eacute;s inefficaces ! Il soutient globalement la r&amp;eacute;partition de l&amp;rsquo;effort entre les diff&amp;eacute;rentes actions de recherche telle que la propose la Commission.&lt;br /&gt;
Dans ce grand caravans&amp;eacute;rail, les marchandages politiques &amp;agrave; court terme l&amp;rsquo;emportent sur les imp&amp;eacute;ratifs d&amp;rsquo;une politique commune de recherche, les rh&amp;eacute;toriques masquent des objectifs contestables.&lt;br /&gt;
L&amp;rsquo;abandon des co&amp;ucirc;ts complets promu par la Commission et le Conseil se dissimule derri&amp;egrave;re d&amp;rsquo;engageantes formules telles que &amp;laquo; co&amp;ucirc;ts r&amp;eacute;els &amp;raquo; et &amp;laquo; simplification&amp;raquo;, l&amp;rsquo;astuce &amp;eacute;tant que si les co&amp;ucirc;ts complets (full costs) sont bien r&amp;eacute;els, les co&amp;ucirc;ts r&amp;eacute;els ne sont pas n&amp;eacute;cessairement complets (p.2 &amp;agrave; 4). La nouvelle politique de sp&amp;eacute;cialisation industrielle europ&amp;eacute;enne (p. 5, 6) que la Commission et le Conseil appellent de leurs voeux devrait passer par le renforcement relatif du pilier 2 &amp;laquo; Leadership industriel &amp;raquo; europ&amp;eacute;en et une protection renforc&amp;eacute;e des r&amp;eacute;sultats&amp;hellip;&lt;br /&gt;
Par respect du temps des chercheurs, il serait bienvenu de diminuer le nombre de projets soumis inutilement et d&amp;rsquo;am&amp;eacute;liorer les taux de r&amp;eacute;ussite (p.7 &amp;agrave; 9). Comment alors mieux coller aux agendas strat&amp;eacute;giques de recherche pour programmer des appels &amp;agrave; projets strat&amp;eacute;giques fortement prescriptifs qui dissuadent les candidatures p&amp;eacute;riph&amp;eacute;riques?&lt;br /&gt;
En 2013, le principe de r&amp;eacute;alit&amp;eacute; pourrait inspirer de bonnes r&amp;eacute;solutions: ne pas relever sans les grands acteurs les d&amp;eacute;fis qui demandent des solutions &amp;agrave; grande &amp;eacute;chelle, ne pas relever les d&amp;eacute;fis &amp;eacute;nerg&amp;eacute;tiques sans traiter le cas des transports et du b&amp;acirc;timent, ne pas relever les d&amp;eacute;fis de la recherche partenariale en multipliant les actions et la mobilit&amp;eacute; mono-disciplinaires, ne pas relever les d&amp;eacute;fis de la comp&amp;eacute;titivit&amp;eacute; en subventionnant les march&amp;eacute;s agricoles&amp;hellip;&lt;br /&gt;

peut encore dire ce que le gouvernement fera des 121 propositions

Outline from the organisers: &lt;em&gt;In recent years there has been a 
surge of interest in ethnographic studies of higher education. Not only 
are anthropologists turning their attention to the study of higher 
education but also higher education researchers from various theoretical
and methodological backgrounds are employing ethnography as a valuable 
approach to studying multiple facets, sites, and themes of higher 
education, be it the formation and enactment of governance and policies,
knowledge practices, learning and teaching, identities, or academics&amp;rsquo; 
and students&amp;rsquo; lives. At the same time, the conference recognizes 
significant changes in the field of higher education today that are 
globally transforming not only the social, material and technological 
conditions and institutional frameworks of knowledge production, 
transmission and translation, but also affecting the very modes of 
knowing. We believe ethnographic approaches are a key research strategy 
for understanding these changes.&lt;/em&gt;&lt;br /&gt;
The call for papers has been issued, and &lt;strong&gt;the deadline for abstracts is 15th of January&lt;/strong&gt;.
The organisers have set three thematic areas that are not exchaustive: 
politics, positionality and engagement; diversity of the field and 
comparative practices; ethnographic effects.&lt;strong&gt;&lt;br /&gt;

&lt;/strong&gt;Little attention has been paid to the production of new professional identities and practices in higher education as part of the widening participation (WP) policy agenda. Jones and Thomas argue that WP practitioners tend to work on the periphery of universities, in separate centres and outside of academic faculties and departments (Jones and Thomas 2005). Burke (2012) argues that questions of identity matter in terms of power relations within institutions and the constructions of (lack of) authority that might facilitate or impede processes of change and transformation. This seminar draws on research to explore the spaces in which those with specific responsibility for WP work, and the implications of the roles, practices and identities of WP professionals for WP in higher education.&lt;strong&gt;&lt;br /&gt;
Working in a Third Space - Dr Celia Whitchurch, Senior Lecturer, Institute of Education, University of London&lt;/strong&gt;&lt;br /&gt;
Widening participation professionals find themselves working in spaces that involve partnership with multiple stakeholders including, for instance, students, parents, schools, tertiary providers, employers, and regional and national agencies. Their roles can encompass broadly based projects such as student life, community partnership and institutional research. They therefore develop an appreciation of wide-ranging agendas relating to patterns of recruitment, learning support, outreach, welfare and employability.&amp;nbsp; In this sense they can be seen as working in what Whitchurch has termed a Third Space between academic and professional spheres of activity&amp;nbsp; (Whitchurch 2008, 2012). This has implications for understandings of, for instance, organisational relationships, sources of legitimacy, and career development. The session will draw on two studies funded by the Leadership Foundation for Higher Education to consider the challenges that arise for both individuals and institutions from these extended roles and identities, and ways in which such challenges might be addressed. &lt;strong&gt;&lt;br /&gt;
Stratification, marketisation and social inequalities: Institutional approaches to widening participation in higher education - Pauline Whelan (Centre for Social and Educational Research across the Life Course, Leeds Metropolitan University)&lt;/strong&gt;&lt;br /&gt;
In this talk, I contextualise institutional approaches to widening participation within an increasingly stratified and marketised English higher education system.&amp;nbsp; I present a series of visualisations of widening participation &amp;lsquo;performance&amp;rsquo; data from all higher education institutions in England for the period 2002-2010, focusing on how institutional widening participation &amp;lsquo;performances&amp;rsquo; have varied across mission groups and by institutional type.&amp;nbsp; While quantitative differences in institutional widening participation &amp;lsquo;performances&amp;rsquo;tell revealing stories about institutional diversity, they also illuminate the problems of existing datasets and modes of accountability. Turning from critical statistics to critical discourse analysis, I present an analysis of official widening participation documentation from 18 universities in England and discuss how institutions have variously adopted and rejected elements of national widening participation discourses, policies and philosophies.&amp;nbsp; Insights from the quantitative and qualitative analyses are used to conceptualise the variation in institutional approaches to widening participation and to consider the implications for social inequalities in higher education.</dc:description>

TRANSFERT &amp;laquo; DE QUOI &amp;raquo; ?&lt;/strong&gt;&lt;br /&gt;
Le transfert peut prendre des formes diverses:&lt;br /&gt;
&amp;bull; le transfert de connaissances: en particulier par des projets de R&amp;amp;D conduits en partenariat entre la recherche publique et une entreprise;&lt;br /&gt;
&amp;bull; le transfert de comp&amp;eacute;tences: par exemple par la mobilit&amp;eacute; d&amp;rsquo;un scientifique ou le recrutement d&amp;rsquo;un docteur ou d&amp;rsquo;un ing&amp;eacute;nieur &amp;agrave; l&amp;rsquo;issue de son projet dans un laboratoire, qui va diffuser son expertise scientifique au sein d&amp;rsquo;une entreprise;&lt;br /&gt;
&amp;bull; le transfert de technologies (souvent prot&amp;eacute;g&amp;eacute;es par des actifs de propri&amp;eacute;t&amp;eacute; intellectuelle) &amp;agrave; proprement parler: int&amp;eacute;gration par l&amp;rsquo;entreprise d&amp;rsquo;un prototype de recherche d&amp;rsquo;un laboratoire dans un produit, un service ou un proc&amp;eacute;d&amp;eacute;.&lt;br /&gt;
QU&amp;rsquo;EST-CE QUE LE TRANSFERT TECHNOLOGIQUE EN PRATIQUE ?&lt;br /&gt;
Le transfert technologique est le processus par lequel le r&amp;eacute;sultat d&amp;rsquo;une recherche dans un laboratoire est transform&amp;eacute; et incorpor&amp;eacute; dans un produit ou un service port&amp;eacute;s par une entreprise, qui en les commercialisant peut apporter une innovation sur un march&amp;eacute;.&lt;br /&gt;
Le transfert n&amp;rsquo;est un succ&amp;egrave;s que s&amp;rsquo;il existe un impact &amp;eacute;conomique r&amp;eacute;el et mesurable : la r&amp;eacute;alisation d&amp;rsquo;une innovation sous la forme d&amp;rsquo;un produit ou d&amp;rsquo;un service nouveau mis sur le march&amp;eacute;, mat&amp;eacute;rialisant un progr&amp;egrave;s ou une rupture. C&amp;rsquo;est ce produit ou ce service qui devient alors un moteur de croissance (emplois cr&amp;eacute;&amp;eacute;s, acc&amp;egrave;s &amp;agrave; de nouveaux march&amp;eacute;s, comp&amp;eacute;titivit&amp;eacute; par avantage concurrentiel par la mont&amp;eacute;e en gamme), en &amp;eacute;tant port&amp;eacute; par un mod&amp;egrave;le &amp;eacute;conomique p&amp;eacute;renne.&lt;br /&gt;
LES VOIES DU TRANSFERT TECHNOLOGIQUE&lt;br /&gt;
Le transfert technologique peut prendre plusieurs voies :&lt;br /&gt;
&amp;bull; la concession de licences d&amp;rsquo;exploitation ou la cession d&amp;rsquo;un actif de propri&amp;eacute;t&amp;eacute; intellectuelle (brevet ou logiciel) &amp;agrave; une entreprise; en g&amp;eacute;n&amp;eacute;ral ceci ne suffit pas &amp;agrave; garantir l&amp;rsquo;exploitation effective de la technologie par l&amp;rsquo;entreprise, et suppose en plus un partenariat pour la mise en oeuvre du r&amp;eacute;sultat de recherche sous la forme d&amp;rsquo;une produit ou service;&lt;br /&gt;
&amp;bull; un partenariat avec une entreprise d&amp;eacute;bouchant sur un prototype pr&amp;eacute;-industriel,&lt;br /&gt;

Union de l&amp;rsquo;innovation: l&amp;rsquo;invention de nouvelles politiques publiques&lt;br /&gt;
Le premier EIP, partenariat europ&amp;eacute;en d&amp;rsquo;innovation &amp;laquo; Pour un vieillissement actif et en bonne sant&amp;eacute; &amp;raquo;, s&amp;rsquo;assigne pour ambition de nous conserver en bonne forme deux ans de plus. Les EIP r&amp;eacute;inventent les politiques publiques. La Commission europ&amp;eacute;enne propose ainsi &amp;agrave; l&amp;rsquo;Union europ&amp;eacute;enne et aux &amp;Eacute;tats membres de se doter d&amp;rsquo;un cadre op&amp;eacute;rationnel unique. Il doit renforcer la coh&amp;eacute;rence des actions des acteurs et des financeurs nationaux et europ&amp;eacute;ens dans des domaines o&amp;ugrave; aucune institution ne peut r&amp;eacute;unir seule des moyens financiers et humains suffisants. Les politiques publiques n&amp;rsquo;&amp;eacute;noncent plus les solutions. Elles organisent les plates-formes r&amp;eacute;unissant les communaut&amp;eacute;s d&amp;rsquo;acteurs capables ensemble de relever les d&amp;eacute;fis (voir p.5 &amp;agrave; 7).&lt;br /&gt;
Alors que les EIP transforment les d&amp;eacute;fis de la vie en opportunit&amp;eacute; de croissance et d&amp;rsquo;emploi, existe-t-il une relation entre la comp&amp;eacute;titivit&amp;eacute; globale des pays et leurs succ&amp;egrave;s dans les projets de recherche financ&amp;eacute;s par l&amp;rsquo;Union europ&amp;eacute;enne (programme &amp;laquo;Coop&amp;eacute;ration&amp;raquo;) ? La r&amp;eacute;ponse est oui, les pays les plus comp&amp;eacute;titifs trouvent leur place sur l&amp;rsquo;&amp;eacute;chiquier des sp&amp;eacute;cialit&amp;eacute;s technologiques financ&amp;eacute;es par l&amp;rsquo;Europe. Ils acc&amp;egrave;dent ainsi de mani&amp;egrave;re privil&amp;eacute;gi&amp;eacute;e &amp;agrave; la propri&amp;eacute;t&amp;eacute; intellectuelle des meilleurs de leurs domaines (voir p. 8 &amp;agrave; 11).&lt;br /&gt;
Le cofinancement europ&amp;eacute;en des d&amp;eacute;penses de recherche d&amp;rsquo;Horizon 2020 (2014-2020) s&amp;rsquo;&amp;eacute;carte d&amp;eacute;sormais de la reconnaissance des co&amp;ucirc;ts r&amp;eacute;els. Le nouveau r&amp;egrave;glement financier de l&amp;rsquo;UE d&amp;eacute;finit de fa&amp;ccedil;on impr&amp;eacute;cise ce qu&amp;rsquo;est une d&amp;eacute;pense finan&amp;ccedil;able dans un projet de recherche. En l&amp;rsquo;absence de politique de recherche sp&amp;eacute;cifique, il permet tout autant, au cas par cas, une grande continuit&amp;eacute; avec le 7e programme-cadre qu&amp;rsquo;un retour vers le pass&amp;eacute; avec le financement des seuls &amp;laquo; co&amp;ucirc;ts marginaux &amp;raquo; de la recherche, &amp;agrave; l&amp;rsquo;instar des 5e et 6e programmes-cadres, ou des prix n&amp;eacute;goci&amp;eacute;s comme dans les 4e et 5e programmes-cadres (voir p. 2 &amp;agrave; 4).&lt;br /&gt;
Les plates-formes r&amp;eacute;unissant les communaut&amp;eacute;s d&amp;rsquo;acteurs permettent de d&amp;eacute;cloisonner les politiques publiques. La politique de recherche et d&amp;rsquo;innovation s&amp;rsquo;attache d&amp;eacute;sormais moins au financement propre des projets qu&amp;rsquo;&amp;agrave; la mutualisation europ&amp;eacute;enne et &amp;agrave; la libre circulation des r&amp;eacute;sultats. Les projets collaboratifs de recherche soumis &amp;agrave; partir de 2014 ne pourront plus &amp;ecirc;tre les m&amp;ecirc;mes. Les participants publics et d&amp;rsquo;entreprises vont devoir trouver les moyens suppl&amp;eacute;mentaires de cette nouvelle amplitude. A.Q.&lt;strong&gt;&lt;br /&gt;
