The focus of the summer school was on project management and writing applications, and in this post Mari Elken and Jens Jungblut summarise the overall experience and some of the lessons learned. Stay tuned! One thing you almost never learn in masters or PhD education is how the world of successful project applications really works. In the context of unstable and competitive funding sources and expectations of impact and societal relevance, the nature of academic work is changing. New job profiles emerge, with academics being expected to be more entrepreneurial, project management becoming a central skill and policy relevance emerging as a key funding criterion. While policy relevance is expected, linkage between research and policy – the so-called research-policy nexus – is not always straightforward or without contestation. PDF">Valorisation de la recherche publique: quels critères de succès en comparaison internationale?</a> Dans un contexte de restrictions budgétaires et de concurrence internationale accrue, les universités et autres organismes publics de recherche s’efforcent de valoriser au mieux leurs travaux, c’est-à-dire d’en tirer le plus possible de retombées économiques. Ces tendances concernent en particulier la France, où le gouvernement vient  d’engager une série de mesures visant à renforcer la valorisation de la recherche publique et les transferts de savoir technologique entre le monde académique et le tissu industriel. Sur ce thème, une analyse approfondie des expériences menées dans les principaux pays industriels permet de clarifier tant les finalités que les modalités et les résultats de cette valorisation. Tout d’abord, les écarts de performance observés entre les pays et en leur sein s’expliquent très largement par des facteurs institutionnels et structurels, en particulier concernant les missions et le profil scientifique et technologique des organismes considérés. Ensuite, le rôle joué par les brevets et les licences se révèle très variable selon le domaine technologique concerné. De façon liée, la valeur globale des redevances perçues est fort inégalement répartie et instable dans le temps. Par suite, la grande majorité des bureaux en charge de la valorisation ne couvre pas ses frais et, même aux États-Unis ou au Royaume-Uni, il est en général illusoire de considérer cette activité comme une source de profit net. En outre, la taille et l’expérience des équipes chargées de la valorisation sont parmi les principaux facteurs de succès. Partant de ce constat, des pays comme la France et l’Allemagne ont récemment créé des agences régionales de valorisation pour mutualiser les ressources disponibles. Toutefois, le rythme de développement de ces agences est nécessairement lent – effet d’apprentissage oblige – et l’idée qu’elles puissent s’autofinancer – même à terme – semble peu réaliste. Best-practice performance in this respect which all Member States should attain involves: • Allocating funding through open calls for proposals, evaluated by panels of leading independent domestic and non-domestic experts (peer review) - this incites researchers to reach internationally-competitive levels of performance • Assessing the quality of research-performing organisations and teams and their outputs as a basis for institutional funding decisions - peer review can form a part of such assessment and, in the long-term, lead to organisational change. While the balance between these two approaches may vary, they should be at the core of research funding decisions in all Member States in order to overcome divergences in performance across the EU. Member States are invited to: • Introduce or enhance competitive funding through calls for proposals and institutional assessments as the main modes of allocating public funds to research and innovation, introducing legislative reforms if necessary • Ensure that all public bodies responsible for allocating research funds apply the core principles of international peer review The Commission will: • Support mutual learning and the exchange of good practice between Member States on the removal of national legal and other barriers to ERA for the priorities set out in this Communication • Support through the Smart Specialisation Platform Member States and regions in using Structural Funds to develop research capacity and smart specialisation strategies, including support to joint research programmes, in line with Cohesion Policy objectives • Support ERA Chairs aimed at fostering structural change in institutions to raise their research quality to international levels of excellence. Le Parlement souhaite un budget élevé, la reconnaissance des coûts complets de la recherche, une priorité accordée à la mobilité des chercheurs, aux PME et à la transition énergétique. Le Conseil hésite à maintenir le budget « recherche et innovation pour l’emploi ». Il soutient la Commission européenne dans son effort de réduction des financements accordés à chaque projet. L’abandon des coûts complets promu par la Commission et le Conseil se dissimule derrière d’engageantes formules telles que « coûts réels » et « simplification», l’astuce étant que si les coûts complets (full costs) sont bien réels, les coûts réels ne sont pas nécessairement complets (p.2 à 4). La nouvelle politique de spécialisation industrielle européenne (p. 5, 6) que la Commission et le Conseil appellent de leurs voeux devrait passer par le renforcement relatif du pilier 2 « Leadership industriel » européen et une protection renforcée des résultats… Par respect du temps des chercheurs, il serait bienvenu de diminuer le nombre de projets soumis inutilement et d’améliorer les taux de réussite (p.7 à 9). Comment alors mieux coller aux agendas stratégiques de recherche pour programmer des appels à projets stratégiques fortement prescriptifs qui dissuadent les candidatures périphériques? En 2013, le principe de réalité pourrait inspirer de bonnes résolutions: ne pas relever sans les grands acteurs les défis qui demandent des solutions à grande échelle, ne pas relever les défis énergétiques sans traiter le cas des transports et du bâtiment, ne pas relever les défis de la recherche partenariale en multipliant les actions et la mobilité mono-disciplinaires, ne pas relever les défis de la compétitivité en subventionnant les marchés agricoles… Meilleurs voeux! Access & Widening Participation Network Event Little attention has been paid to the production of new professional identities and practices in higher education as part of the widening participation (WP) policy agenda. Jones and Thomas argue that WP practitioners tend to work on the periphery of universities, in separate centres and outside of academic faculties and departments (Jones and Thomas 2005). Burke (2012) argues that questions of identity matter in terms of power relations within institutions and the constructions of (lack of) authority that might facilitate or impede processes of change and transformation. This seminar draws on research to explore the spaces in which those with specific responsibility for WP work, and the implications of the roles, practices and identities of WP professionals for WP in higher education. Working in a Third Space - Dr Celia Whitchurch, Senior Lecturer, Institute of Education, University of London Widening participation professionals find themselves working in spaces that involve partnership with multiple stakeholders including, for instance, students, parents, schools, tertiary providers, employers, and regional and national agencies. Their roles can encompass broadly based projects such as student life, community partnership and institutional research. They therefore develop an appreciation of wide-ranging agendas relating to patterns of recruitment, learning support, outreach, welfare and employability.  In this sense they can be seen as working in what Whitchurch has termed a Third Space between academic and professional spheres of activity  (Whitchurch 2008, 2012). This has implications for understandings of, for instance, organisational relationships, sources of legitimacy, and career development. The session will draw on two studies funded by the Leadership Foundation for Higher Education to consider the challenges that arise for both individuals and institutions from these extended roles and identities, and ways in which such challenges might be addressed. Stratification, marketisation and social inequalities: Institutional approaches to widening participation in higher education - Pauline Whelan (Centre for Social and Educational Research across the Life Course, Leeds Metropolitan University) In this talk, I contextualise institutional approaches to widening participation within an increasingly stratified and marketised English higher education system.  I present a series of visualisations of widening participation ‘performance’ data from all higher education institutions in England for the period 2002-2010, focusing on how institutional widening participation ‘performances’ have varied across mission groups and by institutional type.  While quantitative differences in institutional widening participation ‘performances’tell revealing stories about institutional diversity, they also illuminate the problems of existing datasets and modes of accountability. Turning from critical statistics to critical discourse analysis, I present an analysis of official widening participation documentation from 18 universities in England and discuss how institutions have variously adopted and rejected elements of national widening participation discourses, policies and philosophies.  Insights from the quantitative and qualitative analyses are used to conceptualise the variation in institutional approaches to widening participation and to consider the implications for social inequalities in higher education. Près de 1300 thèses CIFRE ont été engagées dans les entreprises en 2011 [données MESR]. Les contrats bilatéraux entre les entreprises (dont moins d’un quart de PME) et la recherche publique représentent près de 700 millions d’euros en France, dont 55 % concernent les Instituts Carnot [données MESR]. Le concours national de création d’entreprises de technologies innovantes, créé en 1999 et soutenu par le Ministère de l’Enseignement supérieur et de la Recherche, a permis la création de 1400 entreprises (dont plus de 70% restent actives). La dynamique internationale 20% du PIB des Etats-Unis correspond à des activités qui n’existaient pas il y a 40 ans et qui sont largement issues de la recherche publique [rapport Terra Nova sur l’innovation en France]. Apple, Microsoft, Google, Oracle, Intel, Cisco, Amazon, eBay, Dell, Yahoo, Facebook sont nées ou sont rentrées en bourse après 1970. Ces entreprises représentent à présent près de 700 000 emplois hautement qualifiés [Yahoo Finance, mars 2012]. L’Europe a donné naissance à 12 nouvelles grandes entreprises entre 1950 et 2007, contre 52 aux Etats-Unis (Institut Bruegel). TRANSFERT « DE QUOI » ? Le transfert peut prendre des formes diverses: • le transfert de connaissances: en particulier par des projets de R&D conduits en partenariat entre la recherche publique et une entreprise; • le transfert de compétences: par exemple par la mobilité d’un scientifique ou le recrutement d’un docteur ou d’un ingénieur à l’issue de son projet dans un laboratoire, qui va diffuser son expertise scientifique au sein d’une entreprise; • le transfert de technologies (souvent protégées par des actifs de propriété intellectuelle) à proprement parler: intégration par l’entreprise d’un prototype de recherche d’un laboratoire dans un produit, un service ou un procédé. QU’EST-CE QUE LE TRANSFERT TECHNOLOGIQUE EN PRATIQUE ? Le transfert technologique est le processus par lequel le résultat d’une recherche dans un laboratoire est transformé et incorporé dans un produit ou un service portés par une entreprise, qui en les commercialisant peut apporter une innovation sur un marché. Le transfert n’est un succès que s’il existe un impact économique réel et mesurable : la réalisation d’une innovation sous la forme d’un produit ou d’un service nouveau mis sur le marché, matérialisant un progrès ou une rupture. C’est ce produit ou ce service qui devient alors un moteur de croissance (emplois créés, accès à de nouveaux marchés, compétitivité par avantage concurrentiel par la montée en gamme), en étant porté par un modèle économique pérenne. LES VOIES DU TRANSFERT TECHNOLOGIQUE Le transfert technologique peut prendre plusieurs voies : • la concession de licences d’exploitation ou la cession d’un actif de propriété intellectuelle (brevet ou logiciel) à une entreprise; en général ceci ne suffit pas à garantir l’exploitation effective de la technologie par l’entreprise, et suppose en plus un partenariat pour la mise en oeuvre du résultat de recherche sous la forme d’une produit ou service; • un partenariat avec une entreprise débouchant sur un prototype pré-industriel, • la création d’une entreprise centrée sur l’application de la technologie transférée, • la standardisation (la technologie devient ainsi incontournable dans les produits du secteur concerné), • dans le domaine de la santé: l’intégration dans un protocole de soin, • dans le domaine informatique: la constitution d’une communauté industrielle de contributeurs et d’utilisateurs de logiciels « open source ». LES ENJEUX DU TRANSFERT TECHNOLOGIQUE Le transfert technologique recouvre des enjeux de plusieurs types pour les acteurs qui le réalisent, chercheurs et entreprises: • identification d’une voie de transfert appropriée (qui n’est pas prédéterminée: il faut essayer, se confronter à la demande du marché et des utilisateurs potentiels), • identification, mobilisation et compétence des personnes qui portent effectivement ce transfert, • réponse du produit ou service visé à une demande avérée de clients ou d’usagers (marketing), • existence d’un modèle économique viable pour le produit/service, • intégration technique du résultat de recherche et maitrise de la technologie (y compris les compétences et le savoir-faire associés) par l’entreprise bénéficiaire, • capacité de financement de l’ensemble de ces opérations de maturation afin de réaliser en particulier la preuve du concept technologique et économique (viabilité du modèle d’affaire associé). R&D ET TRANSFERT TECHNOLOGIQUE A ce titre, les enjeux du transfert technologique ne se confondent pas avec ceux de la R&D. La R&D vise en effet à l’acquisition de connaissances nouvelles et leur mise en oeuvre ou démonstration sous la forme de prototype de recherche et d’actifs de propriété intellectuelle (brevets, matériel biologique, logiciels, etc.) tandis que le transfert consiste à la transformation ou l’intégration de résultats de R&D en produits ou services sur un marché. Janice Robottom, who started her bioscience PhD at Leeds University last month, is already having a vastly different experience. At 33, she is embarking on a PhD researching biosensors having had children and a career in high-street banking. Les EIP réinventent les politiques publiques. La Commission européenne propose ainsi à l’Union européenne et aux États membres de se doter d’un cadre opérationnel unique. Il doit renforcer la cohérence des actions des acteurs et des financeurs nationaux et européens dans des domaines où aucune institution ne peut réunir seule des moyens financiers et humains suffisants. Les politiques publiques n’énoncent plus les solutions. Elles organisent les plates-formes réunissant les communautés d’acteurs capables ensemble de relever les défis (voir p.5 à 7). Alors que les EIP transforment les défis de la vie en opportunité de croissance et d’emploi, existe-t-il une relation entre la compétitivité globale des pays et leurs succès dans les projets de recherche financés par l’Union européenne (programme «Coopération») ? La réponse est oui, les pays les plus compétitifs trouvent leur place sur l’échiquier des spécialités technologiques financées par l’Europe. Ils accèdent ainsi de manière privilégiée à la propriété intellectuelle des meilleurs de leurs domaines (voir p. 8 à 11). Le cofinancement européen des dépenses de recherche d’Horizon 2020 (2014-2020) s’écarte désormais de la reconnaissance des coûts réels. Le nouveau règlement financier de l’UE définit de façon imprécise ce qu’est une dépense finançable dans un projet de recherche. En l’absence de politique de recherche spécifique, il permet tout autant, au cas par cas, une grande continuité avec le 7e programme-cadre qu’un retour vers le passé avec le financement des seuls « coûts marginaux » de la recherche, à l’instar des 5e et 6e programmes-cadres, ou des prix négociés comme dans les 4e et 5e programmes-cadres (voir p. 2 à 4). Les plates-formes réunissant les communautés d’acteurs permettent de décloisonner les politiques publiques. La politique de recherche et d’innovation s’attache désormais moins au financement propre des projets qu’à la mutualisation européenne et à la libre circulation des résultats. Les projets collaboratifs de recherche soumis à partir de 2014 ne pourront plus être les mêmes.
