Australia is considering relaxing visa requirements for UAE citizens in a bid to boost trade between the two countries and encourage more Emirati students to study at Australian universities, the UAE Foreign Minister has said. “We have the opportunity to discuss this issue and we have received positive indicators from the Australian foreign minister. The process requires more time and consultations between the two countries,” UAE Foreign Minister, Sheikh Abdullah bin Zayed Al Nahyan said when asked about the possibility of a waiver of visa requirements for UAE citizens wishing to visit Australia. Australian Foreign Minister Bob Carr, speaking at a press conference to mark his visit to the emirates, said UAE-Australia ties were “strong and firm” and noted trade between the two countries had reached $6bn. CONCORD - A university near Torino, Italy, licensed by the state of New Hampshire, had its degree-granting authority extended for another year by the state Higher Education Commission. The commission voted last week to accept a May 1 update from St. John International University on finances and enrollment, and extended approval through June 30, 2014, with progress reports due on Nov. 1, 2013 and March 1, 2014. The commission plans another site visit to SJIU in the spring of 2014. The actions taken Wednesday were based on the recommendations of a team that visited the Italian campus in December of last year. All expenses for those visits are paid by the university, according to Richard A. Gustafson, director of the Division of Higher Education. At its March meeting, the commission requested more information on enrollment and finances. Speaking at the GUNI 6th International Conference on Higher Education held in Barcelona last week, Michael Osborne, professor of adult and lifelong learning at Glasgow University in the UK, said universities would have a major role to play in this. “A Learning City is a city which has mobilised all its educational resources – from the formal and the non-formal side – to create an underlying infrastructure of coordinated learning,” Osborne said. This Recommendation continues to form UNESCO’s most important set of standards on adult education for member states. Visionary in its broad set of objectives and adoption of a rights-based approach to adult learning, the original 1976 document nevertheless requires an update to more accurately reflect developments in the discourse of adult education and its relationship to literacy as a continuum and to lifelong learning, among other topics. In July 2012, an <a class="external-link-new-window" href="http://uil.unesco.org/home/news-target/international-expert-group-proposes-revision-of-the-1976-recommendation-on-the-development-of-adult-education/ea1a1695138736325d6dd8e8573d6f02/" target="_blank" title="Opens external link in new window">expert group met at UIL</a> to discuss necessary revisions to the Recommendations, which was followed by an online consultation with over 300 participants from more than 30 countries. Si je me suis toujours intéressée à l’enseignement supérieur, il va de soi que l’enseignement pour tous est la première étape avant d’accéder au supérieur. C’est pourquoi cette infographie réalisée par la banque mondiale a attiré mon attention et je souhaiterais la partager avec vous. La première chose qui frappe est l’écart entre le nombre d’enfants qui ne sont pas en mesure de lire et écrire (environ 250 millions) et le nombre d’enfants qui n’ont pas accès à une éducation dans le primaire (62 millions). Cela veut dire que certains enfants ont certes accès à des infrastructures éducatives, mais que celles-ci sont inefficaces. He applied to a dozen or so colleges this year, including several state schools. In the end, he chose a less conventional path, opting to perfect his German language skills over the next year and then enroll at the University of Cologne. Tuition at German universities proved irresistible - it’s free. “State campuses in the US can cost as much as $35,000 per year and private colleges more,” Finger says. Even with the extra year of study plus living and travel expenses, the 18-year-old recognises a bargain when he sees one. The U.S.-based administrator of the SAT, the most widely used standardized evaluation tool for high-school students applying to American universities, scrapped the May 4 sessions in South Korea three days before the test date after it discovered questions from the tests circulating in test-prep centers in the country. The cancellation has thrown college-entrance preparations for thousands of students into disarray. Some students now plan to travel to other countries in the region to ensure they are able to take the next test in the summer. At least 10 staff members of test centers have been barred from leaving the country as part of an investigation by the Seoul Central District Prosecutors' Office. The term “talent market” has always seemed vaguely obnoxious to me. Maybe it’s the extraction and objectification of “talent” as something apart from those who might have it and use it, and transformation into a product available for sale. Maybe it’s the fact that “talent” used in this way reminds me of a circus or sideshow (<a href="http://en.wikipedia.org/wiki/America%27s_Got_Talent" target="_blank">not without reason</a>). Or perhaps it’s just that it’s another term like “creatives”, which is being mobilised in an increasingly pervasive rhetoric about who, or what, is most desirable in the “new” economy (what fate awaits the non-talented?). The landscape of international higher education is constantly changing. Our task – as scholars of international education, as well as practitioners who need to understand international education – is to identify the most important and decisive paths to take. What are the trend lines in international education that will shape everything else? In recent years, the trends that have been especially important in creating international education and internationalised education have been (1) study abroad/student mobility, (2) research collaboration and (3) university rankings. But internationalisation will not stand still and other trends are emerging which could shape the future of international education. The following three trends or paths have been identified as becoming increasingly important: The growing pluralisation of advanced higher education More countries now provide higher education at advanced levels and the number will keep on rising. A total of 49 countries now maintain systems of higher education that publish more than 1000 journal papers per year in science and social science (as collated by Thomson). The threshold of 1000 journal papers is a useful indicator for the presence of local research and doctoral capacity. This number of 49 countries is an increase of almost 30% in the number of countries with their own capacity in research in just 15 years. This trend indicates that there are now many more countries capable of attracting visiting students, scholars and researchers, and acting as collaboration partners, either among neighbouring countries or across the world. In turn, this will increase the ‘horizontal’ aspect of student mobility, with a reduced proportion of mobility concentrated in a few dominant countries like the USA, UK, Germany, France and Australia; and with mobility patterns in the world as a whole beginning to look more like mobility patterns within Europe. In addition, as the capacity of higher education improves in emerging countries, we can expect more students and researchers from the long established systems to spend time in the emerging countries. We can already see this in the growth in the number of American students going to China. A growing emphasis on hard-edged indicators of internationalisation Within the administration of government programmes and also institutions’ own strategies for building international awareness and engagements, a growing emphasis can be seen on hard-edged indicators of internationalisation. No one has ‘nailed’ the problem of developing a fully satisfactory set of indicators – one that both contains coherent numerical measures, and is sufficiently comprehensive to cover the many aspects of internationalisation – but there are several projects under development. This focus on hard-edged indicators shows that many systems, and some of their institutions, want to achieve more intensive and self-transformative international experiences. They want to bring an international dimension to the knowledge content of the curriculum, to enhance global skill-building and to improve intercultural relations in culturally mixed classrooms. They want to move from rhetoric and bland mission statements, to changing the nature of the education that everyone receives. This is a very challenging task, and there is always a danger of placing too much emphasis on those elements that can be counted – so that internationalisation becomes limited, formulaic – but if the drive to achieve internationalisation is strong enough then progress is made. A strong example can be seen in those East Asian systems like China and Singapore that use targets and formal benchmarks to drive improved internationalisation. This meeting, part of the “global conversation” to discuss development goals as the 2015 target date for achieving the Millennium Development Goals approaches, was co-organized by the <a href="http://en.unesco.org/" target="_blank">United Nations Educational, Scientific and Cultural Organization (UNESCO)</a> and the <a class="external-link" href="http://www.unicef.org/" target="_blank">United Nations Children's Fund (UNICEF)</a>, with the support from the Governments of Senegal, Canada and Germany, and the <a class="external-link" href="http://www.hewlett.org/" target="_blank">William and Flora Hewlett Foundation</a>. It gathered over 100 representatives from UN agencies, donors, academia and civil society organizations.
